in a case like the Canton University which is being established
to meet the urgent requirements of the moment. I therefore beg
to submit for the approval of His Majesty that for the first five
years the following departures from the regulations of the Board
shall be allowed:-
(1)
Admittance to the University shall not necessarily be limited
to scholars who have graduated in a higher grade school. The
number of such students is at the moment limited, and in order that
we may not be short of students for the university it is necessary
to widen the scope of the regulations covering the admittance and
allow admittance to all officials who have a degree of Kui Yan or
Kung-Shang and upwards, as well as those officials who have the
rank of Magistrate and upwards. This class of men will be either
well educated or rich in experience, they will have the confidence
of the people and be better able to solve the difficult problems
that are likely to arise in the future. They have long been
connected with the official world, and cannot be removed from it;
it is therefore wise to send them to a university.
(2) The term of study should be five years instead of four. Four
years is the term fixed by the Board on the assumption that all
university students are graduates from a higher grade school. Aɛ
some may not have attained that standard of proficiency it is
advisable to extend the term of study by one yeer.
(3)
Scholars from other provinces should be allowed to join the
University. The establishment of a university is an expensive
undertaking and which certain provinces may not be able to afford.
If scholars from other provinces are admitted, we shall receive
more fee8, Again it is a rule that no official of the 8th rank
and upwards is allowed to serve in his native provinces; if the
university is open to scholars from other provinces, this pro-
vince will be able to benefit by the service of the graduates of
its own university.
